Rocky Joe Hoy, 60 years old, passed away with his daughters by his side at St. Francis Medical Center in Colorado Springs, Colorado on April 15, 2021. His memorial service will be at 11:00 am on Saturday May 1, 2021 at Bridgman Funeral Home in Scottsbluff, NE with Pastor Rick Reisig officiating. The family requests attendees wear red since that was Rocky’s favorite color. The family asks that in lieu of any flowers, memorials in Rocky’s honor be made in care of the family to be designated at a later time. The family will be hosting a picnic at Frank Park at 1:00 pm after the service.

Rocky was born in Torrington, Wyoming as the middle child to parents Kenneth Dale Hoy and Phyllis Ann Hoy (Peterson) on December 9, 1960. He grew up in Mitchell, Nebraska and graduated from Mitchell High School in 1980. Growing up he was an athletic kid who spent much of his time outdoors playing football or baseball. He married in 1980 and had two daughters from that marriage. Rocky began working at Morton Buildings in Scottsbluff in 1988 and transferred to their Colorado Springs location when he moved there in 2000.
Rocky was a hard worker, and often worked six days a week on the road. The little spare time he had was spent with his daughters, his grandkids, or golfing with his best friend of over 35 years Terry Towne. People describe him as a kind man who loved his family, friends, golfing, and football. His daughters would describe him as their fun-loving dad who taught them how to drive on country roads, took them “cruising main” when they were tweens, made steak and potatoes for nearly every dinner, and always opened his home to all their friends growing up. Rocky was a simple man, if you ever attended a gathering where he was in attendance, he preferred to stay in the background. But, if you dared to strike up a conversation with him, he would talk your ear off about his kids and grandkids so even strangers knew their life stories. He loved to tell people he was named after a famous baseball player and fondly nicknamed “Papa Rock”. His daughters and grandkids will always cherish him as the man that showed up for them without fail. He never asked for anything but would drop everything for his family.
Rocky is survived by his mother Phyllis Hoy, stepmother Marian Hoy, daughters Alicia Decker and Lindsey Hoy, grandchildren Ariyana Hoy-Gonzales, Miles and Silas Decker, older sister Rosann Babl, younger brother Rodney ‘Butch’ (Bobi) Hoy, and many nieces and nephews.
Rocky is preceded in death by his father Kenneth Hoy, maternal grandparents Mahlon and Bessie Peterson, and paternal grandparents Waldo and Mable Hoy.
Grandpa “Papa Rock” will be forever in our hearts. We love and miss you infinitely.

Hey Rocky, I have known you literally a lifetime. You were part of our family. Thank you for being an awesome father raising my nieces, Alicia and Lindsey, including Ana. A grandpa to Miles and Silas. You were there for more than Life events and holidays but everyday. You were always welcome and I hope you knew that. We could never fill your shoes/sandals, but be assured we will be watching over your family. I know that everyone’s love and prayers will lift your spirit to the heavens and our creator will greet you, “Well Done Rocky”.

I would like to wish Rocky's family my best wishes and am sorry for his departing. Rocky was a great friend growing up, and as being his neighbor I have fond and happy memories of playing baseball, football (he had Los Angeles Rams helmet he loved to wear), basketball and many other activities we enjoyed together with our brothers and Brian Anderson. His dad made them the coolest treehouse and we often pestered the buck sheep they owned. We did not keep in touch as we aged, but he left many memories I will always cherish!
